Town mulls issuing first taxi cab permits for commercial areas

Being a small, sophisticated town rather than a teeming metropolis, taxi cabs are not a big part of the Palm Beach nightlife.

However, some cab operators drive around town at night, particularly on weekends, looking for fares around popular late-night restaurants, according to police. Or they find a place to park and wait for patrons.

That isn’t allowed under town ordinance, according to Town Attorney John Randolph.

But taxi service may be become legal if approved by the Town Council. The concept was reviewed by the council’s two-member Ordinances, Rules and Standards Committee Wednesday. Councilman William Diamond heads the Ordinances, Rules and Standards Committee. Councilman Michael Pucillo serves on the committee with Diamond. They liked the idea enough to send it to the full council.

“Anyone involved in transportation in town has to have a permit,” Randolph said.

Under current regulations, that would pertain to limousine companies operating in town that hold permits. Four companies hold 50 permits for limo service in Palm Beach. If approved by the council, the town would issue 25 taxi permits. Current limo companies would be allowed to apply for permits to provide metered taxi service. A lottery type selection might also be used in assigning taxi permits.

The taxis would be allowed to operate only in the town’s commercial areas between the 6 p.m. and 6 a.m. the following day.

Police say impromptu taxi service is desirable, especially for those who are out late and need a safe, convenient ride to another location.

Taxi service is allowed in town if a customer calls a company and requests a cab, allowing for a 30-minute notice in what is referred to a prearranged charter.

Capt. Fred Hess said people coming out of restaurants or bars just want a taxi without waiting an inordinate amount of time.

Issuing permits to county-licensed taxicabs would help ensure the “safety and comfort” of customers, said Deputy Town Manager Tom Bradford.

The Town Council will be asked to consider issuing 25 permits to companies interested in providing metered taxi service. Their target customers would be those out during late-night and early morning hours who either arrived in Palm Beach without their own car or opt to leave their cars where they are and have a cab take them home.

Pucillo and Diamond said they could support limiting any new taxi service to commercial areas.
