REGION: Legislative redistricting proposals taking shape
SACRAMENTO - California Republicans say they are ready to challenge the handiwork of the state's independent redistricting commission, although there have been no specific objections to proposed Assembly, Senate and congressional seats in Inland Southern California.
The Citizens Redistricting Commission released a statewide draft June 10. Many districts have been retooled since then, mainly to address concerns that the plans needed to better comply with federal laws meant to ensure political strength for racial and other groups.
A final draft map will be released by Aug. 1. Except in a handful of cases, however, district "visualizations" put forward in recent days are what will be part of the final package, officials said.
"We're feeling very confident about moving ahead," commission chairman Angelo Ancheta said at the panel's meeting Saturday in Sacramento.
The Inland region's rapid growth in the past decade entitles it to increased representation in the Legislature and Congress. But instead of politicians drawing the lines, as they did a decade ago, voters approved the citizens commission in 2008.
Politics has never been far below the surface in the current process, however. In recent days, Republicans have stepped up their criticism of the commission.
Tom Del Beccaro, chairman of the California Republican Party, said Monday that the party will consider challenging one or more of the commission's plans through a voter referendum.
"If they're willing to split up Santa Cruz and Sacramento County five different ways, who knows what they'll do (in the Inland area)," Del Beccero said. "We're going to be prepared in case our worst fears come true. But maybe they'll pull it out of the hat and do the right thing."
The commission is scheduled to ratify the plans Aug. 15. Opponents then would have until Nov. 15 to collect 504,760 valid voter signatures for any plan -- Assembly, Senate, Congress or Board of Equalization -- they want to overturn.
Turning in signatures would trigger a review by the California Supreme Court. Critics of the commission's work product would have to decide whether any court-drawn maps were preferable enough to justify the expense of a statewide campaign.

I like this cocoa butter because the moisture stays in my skin and it really helps to relieve rough, dry patches. I suffer from eczema… which is a skin condition. Nowadays it’s pretty mild… but when I was younger I would have the worst flare-ups of skin rashes. If only I knew then what I know now. Oh gosh… you know you’re old when you say that line.
